Back in 2012, summer-fall, reports came from Australian/Pacific/Oceania servers that situations is rather grim, player numbers were dwindling. Keep in mind this issue existed even when the game was subscription based, so the "free2play" model didn't helped this server/region at all. There is a massive topic on SWToR's official forums debating this issue.
BioWare has finally put a plan in motion that allow players from this servers to transfer for free on a different server of their choice. Note that last month, BioWare said the transfers will be restricted to West Coast North American servers - they've changed their minds.
Be prepared! On 4th of June, free transfers will be open to APAC players

I know you have been waiting a bit for an update and I wanted to pop in and do exactly that. Starting on Tuesday, June 4th, you will all be allowed a free one time transfer for each character you have on an APAC server. In the last update I gave I told all of you that we were expanding where your one-time transfer could go to include all NA-West servers. After seeing quite a few requests to expand it further, we are going to allow you a one-time transfer to any SWTOR server. To reiterate, starting on Tuesday, June 4th, you will be allowed a one-time transfer for each character you have on an APAC server to any other non-APAC server.
